Ditch the cargo scanner, don't worry about a web, as a frig with an AB or MWD is fast enough. Shield hardener or extended in the med slot, help you take more hits before you pop.

I think you'll find that most pirate corps will want your character to be at a minimum skill level, as it reflects on the whole corp if you keep getting pwned. So try later when you've got 5mil skill points.
